We <br />seed and have seeded including all of the existing mine ,70 pounds per acre for a cover crop of <br />oats and we are not changing that. NRCS is suppose to give technical support and data and this <br />technical support as your rules state must conform. to the rules and regulations governing surface <br />coal mining. DRMS has taken anything and everything that NRCS says for fact and that is not <br />what MRCS is for. MRCS also believes that Dan Morgan is a very expert farmer in their area and. <br />Dan Morgan uses 100 pound's per acre as a cover crop. We DO NOT USE TPLICTICALE <br />because we do not praise cows and it causes numerous deaths in horses through collie and <br />numerous problems in cattle if it is allowed to mature to much which is a constant fight with the <br />coal mine. Even barbless causes lump jaw in cattle if it matures. Carver ranches have had. <br />tremendous problems with it as well as other ranchers in this area. I raise horses and this product <br />is not beneficial to us nor does it sale well for us and we are in. the business of selling our product <br />to local ranchers, Carvers being our biggest buyer. We do not raise livestock, we raise crops for <br />sale. We suggested that we would plant a crop of it in the fall. as a manure drop only plowing it <br />under in, the spring before it beers out. This property is suppose to be put back as good as or <br />better than it was prior to the mine entering this property. The yields are also suppose to be <br />higher than they were. Trying to change the way we have farmed for 59 years and trying to <br />change the way Morgans dad did before him and my dad, did and his dad before him and giving <br />us back less than what we had is not right. These people that are prepar'i'ng these documents do <br />not understand farming and have never farmed in this area, Jim Boyd, himself, will tell you he is <br />not a farmer and he is not familiar with what we have raised, our production, or how we have <br />irrigated. He provides you with Data and technical support that gives an idea of where to begin. <br />As he says, "Ask the farmer." He can only provide information from information that is given to <br />him and if that information is not accurate, then the end result is wrong. <br />Again Western fuels used the lease agreement and this time PUBLICLY gave out figures that is <br />no one el.ses business and is confidential. However, since they dial, let's set the record straight. <br />This so called million dollars for the Morgan family over a 20 year period doesn't even begin. to <br />match their wages in a 10 year period. The Morgans produced more than a million dollars worth <br />of production in a little over 10 years and, with that production were tax breaks for expenses. The <br />Royalty money that has been defaulted on and has ceased and soon the lease will also cease and <br />the permit, does not entitle them to tax breaks and with that they receive approximately 600,000 <br />in the 20 year period since their place has been out of production for 10 years now. So, if they <br />want to compare apples to apples, let's compare. I have had this place leased since before the <br />coal mime even was here and dit*rent agreements on difl'erent leases has enabled them. to have <br />expenses with their income, but since I lease the entire property and production has changed <br />hands, they have no expenses. Therefore, their so-called million dollars just gave Uncle Sam a <br />significant chunk in this 20 year period. Although, all of WFC and their employees have W-2 <br />:Forms and get to claim many benefits, Mr. Morgan is Self-employed as he has ALWAYS been <br />and now with less income that he has ALWAYS had, In the past from farming this place. <br />Marcia still does not understand irrigating whatsoever. Water does not and cannot run up hill <br />with a gravity flow system. and I am enclosing parts of PR-06 for you to read and see what you <br />yourself sees wrong.
