Peabody <br />Twentymile Coal <br />29515 Routt County Road 27 <br />Oak Creek, CO 80467 <br />970.879.3800 <br />Mr. Jason Musick, Environmental Protection Specialist September 17, 2010 <br />Division of Reclamation, Mining, and Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />(303) 866-3567 X 8134 <br />RE: Twentymile Coal Company - Foidel Creek Mine (Permit No. C-82-056), Minor Revision <br />(MR10-247) - Northwest Mains Rock-Dust Tank <br />Dear Mr. Musick: <br />Twentymile Coal, LLC (TC) requests CDRMS approval of a Minor Revision to our existing approved <br />Permit for installation, operation, and reclamation of an additional rock-dust tank at the existing <br />Northwest Mains (NWM) Ventilation Fan location. The additional rock-dust tank would utilize an <br />existing borehole that connects into the underground workings, and would provide an additional <br />underground location for rock-dust transfer to facilitate rock-dusting of both the mains and the adjacent <br />active mine workings. The rock-dust tank to be used is an existing tank that has been transferred for <br />re-use from the BTU Empire, LLC Williams Fork Mine. <br />The proposed rock-dust tank installation is within the existing NWM Ventilation Fan surface <br />disturbance area, and will involve no new or incremental disturbance. The NWM Rock-Dust Tank <br />Installation will consist of the re-used rock-dust tank, which will be mounted on four poured concrete <br />piers; a connection to the existing borehole; required electrical and control equipment, that will tie-in <br />to the existing NWM Substation (Primary Substation 12); and a dust collection system. The additional <br />rock-dust tank installation can be readily accessed from the NWM Ventilation Fan pad area and the <br />existing NWM16MN Light-Use Road. <br />Drainage for the existing NWM Ventilation Fan Installation is controlled by an existing Small-Area <br />Exemption, and the proposed rock-dust tank installation will not modify the drainage configuration or <br />requirements. The NWM Rock-Dust Tank Installation will remain in-place until it is no longer needed <br />to support ongoing or anticipated future mining operations. Reclamation of this installation will <br />probably occur as part of the overall reclamation of the NWM Ventilation Fan installation, with <br />equipment removal, foundation demolition, backfilling and grading, soil material replacement, and <br />reseeding. Bond monies are already in place for all reclamation components except removal of the <br />rock-dust tank and demolition of the foundation piers. <br />This submittal includes revised PAP text, exhibits; and maps, addressing the location, configuration, <br />operation, maintenance, and reclamation of the proposed additional rock-dust tank. New and revised <br />PAP materials are identified by the attached Summary of Revisions/Additions. <br />We would like to proceed with this project as soon as possible, to take advantage of favorable weather <br />and ground conditions during the 2010 construction season. We, therefore, appreciate your <br />consideration, cooperation, and assistance in facilitating timely review and approval of this revision
