Pineda <br />Englewood, CO 80111 Director <br />Re: Schwartzwalder Mine, Permit No. M-1977-300, Adequacy Review for Technical Revision TR-14 <br />Dear Mr. Gaviotis: <br />The Division of Reclamation, Mining, & Safety has reviewed Technical Revision Request TR-14 and <br />identified the following issues that must be addressed before we can approve the TR: <br />Paragraph 2. This section appears to be emphasizing "immediate" impacts versus long term. Does Cotter <br />have a different approach for evaluating sources of contamination that might cause long-term impacts versus <br />short-term? <br />Paragraph 3. Please provide the expected approximate dimensions of the trenches. What will be the <br />expected number and sampling density/spacing of the soil profile samples? <br />Paragraph 4. For QA/QC, Cotter should collect a split periodically (one in ten or thereabouts) for analysis at <br />an independent laboratory. Will the XRF analyses be done at a laboratory or on site using a hand-held unit? <br />Paragraph 5. EPA Method 1311 is acceptable for this type of analysis, but EPA method 1312, the synthetic <br />precipitation leaching procedure, is more appropriate for mining-derived material. <br />Be advised that the decision date for consideration of this TR is 20 October 2010, and the adequacy issues <br />described above must be addressed by that date, or an extension must be requested by the Operator.
