The application is for exploration <br />drilling of about 2,200 acres of federal coal that underlies BLM and USFS surface. The need for <br />the application is to allow Bowie to obtain additional information on coal resources adjacent to <br />the applicant's existing coal lease and, consequently, verify the quality and quantity of coal in <br />order to provide data on the potential coal reserves for future expansion of the Bowie #2 Mine. <br />BLM provided a public scoping and comment period from March 10 through April 11, 2010. On <br />March 12, 2010, ninety-eight letters requesting comments on the proposed action were mailed to <br />individuals, government agencies, and other organizations. A single comment letter was <br />received April 9, 2010. <br />C
