No Action Alternative - Greenback cutthroat trout and the Endangered Colorado River
fish, and their Critical habitat, would not be impacted by coal exploration activities.
•
C
Finding on the Public Land Health Standard for Threatened & Endangered species:
With implementation of Conservation Measures provided by the USFWS, populations of
Endangered, Threatened, and Candidate species should continue to meet Standard 4. BLM
sensitive species in the area of this project would also continue to meet Standard 4.
MIGRATORY BIRDS
Affected Environment: The proposed CEL area includes habitats that are frequented by a
variety of migratory bird species. The USFWS list of Birds of Conservation Concern (USFWS
2008, Table 16, pg 32 BCR 16 [Southern Rockies/Colorado Plateau]), which has been updated
since the original CEL analysis in 2005, is shown in Table 10. Table 10 also shows the status for
each species (resident, breeding, wintering or not present) within the UFO and GMUG
jurisdiction, and probable presence within the project area (Kingery 1998, CDOW 2010c). This
list by no means includes all the migratory bird species present in the project area. Yellow-billed
Cuckoo is discussed in the Endangered, Threatened, and Sensitive species section. Of the birds
on the list the following species have the potential to occur on the project location: bald eagle,
golden eagle, peregrine falcon, prairie falcon, flammulated owl, Lewis's woodpecker, pinyon jay,
Grace's warbler, Brewer's sparrow, and Cassin's finch.
Table 10: Migratory Birds of Conservation Concern
Common Name' Scientif?c,Namc P - 3tatu N}sithin Pre hcnc%4iny
Gunnison Sage-Grouse Centrocercus minimus Resident No
American Bittern Botaurus lentiginosus Migrant No
Bald Eagle Haliaeetus leucocehpalus Migrant/Winter Yes
Ferruginous Hawk Buteo regalis Migrant No
Golden Eagle Aquila chrysaetos Resident Yes
Peregrine Falcon Falco peregrinus Resident Yes
Prairie Falcon Falco mexicanus Resident Yes
Snowy Plover Charadrius alexandrinus Migrant No
Mountain Plover Charadrius montanus Migrant NA
Long-billed Curlew Numenius americanus Migrant No
Yellow-billed Cuckoo Coccyzus americanus Breeding No
Flammulated Owl Otus flammeolus Breeding Yes
Burrowing Owl Athene cunicularia Breeding No
Lewis's Woodpecker Melanerpes lewis Resident Yes
Willow Flycatcher Empidonax traillii Breeding No
Gray Vireo Vireo vicinior Breeding No
Pinyon Jay Gymnorhinus
c anoce halus Resident Yes
Juniper Titmouse Baeolophus griseus Breeding No
DOI-BLM-CO-S050-2010- 0017 EA Page 28 of 43 May 2010
