Environmental Consequences/Mitigation: <br />Proposed Action - Environmental consequences described in the 2005 Spruce Stomp <br />Federal CEL EA still accurately describe potential impacts associated with this proposal. With <br />the dust control measures included in the proposed action, no measurable changes in air quality <br />can be expected from this proposed action. <br />Cumulative Impacts - Combined with all the other activities in the local area, the <br />proposed action is not expected to result in any detectable change in cumulative air quality <br />conditions, or result in any global warming effects. <br />No Action Alternative - There would be no project related effects to local air quality <br />conditions. <br />WILD AND SCENIC RIVERS <br />Affected Environment: The BLM has released a final Wild and Scenic River Eligibility <br />report (BLM 2010a). The BLM has determined that the West Fork of Terror Creek has <br />Outstandingly Remarkable Values, and is potentially eligible for inclusion into the National Wild <br />and Scenic River System. The "outstandingly remarkable value" for this segment of stream is <br />the native fishery, specifically the Threatened greenback cutthroat trout. A suitability <br />determination has not yet been made, but will be made in the context of the Resource <br />Management Plan the Uncompahgre Field Office has commenced. With the exception of the <br />• existing Terror Creek road near the confluence with Terror Creek, the BLM portions of West <br />Terror Creek remain undeveloped. USFS portions of West Terror Creek are not designated as <br />Wild or Scenic. <br />Environmental Consequences/Mitigation: <br />Proposed Action - Exploration drill pad BRL 2010-1 location is within the 0.25 mile <br />buffer on either side of the BLM Eligible segment of the West Fork of Terror Creek. Likewise, <br />the previously authorized right-of-way to PRP SS 9 would be constructed within the 0.25 mile <br />buffer of the BLM Eligible segment. Neither the exploration drill pad nor the access road on the <br />existing right-of-way would be visible from the bottom of the West Fork of Terror Creek. With <br />the application the committed mitigation in Bowie's proposed action and the requirements set <br />forth in the endangered species, water quality, and aquatic resources sections of this document, <br />there should be no detectable effect on the "outstandingly remarkable values" for which this <br />stream segment was found to be eligible. <br />Mitigation: See endangered species, water quality, and aquatic resources sections for <br />mitigation that would protect the "outstandingly remarkable values" of the West Fork of Terror <br />Creek. <br />Cumulative Impacts - None <br />No Action Alternative - There would be no impacts from coal exploration activities. <br />DOI-BLM-CO-S050-2010- 0017 EA Page 17 of 43 May 2010
