relating to the small acreage of proposed surface disturbance and locations of the <br />disturbance on previously disturbed sites wherever possible. <br />• Do not damage water users, structures, storage, or ability to deliver water to their <br />users. Addressed in: the Proposed Action, Endangered Species, Aquatic Habitat, and <br />Water Quality and Quantity sections of this document. <br />• Increased road construction and use can increase silting and erosion. Addressed in: <br />the Proposed Action, Endangered Species, Aquatic Habitat, and Water Quality and <br />Quantity sections of this document, and the 2005 Spruce Stomp CEL EA. <br />• Increased fragmentation of vegetative cover decreases the snow capture for the area <br />and fosters early snowmelt. The comment as written appears to address issues beyond <br />the scope of this proposal. The scale of the proposed disturbance within the CEL area <br />is very limited and this concern appears to pertain to the larger watershed including <br />higher elevations where most of the snowpack is located <br />• Surface water could be impacted by toxic drilling fluids. Addressed in the Proposed <br />Action, water quality, and the Hazardous Materials section of this EA. <br />• Water quality would be impacted by borehole mixing of ground water aquifers and <br />surface waters. Addressed in: the Proposed Action and Water Quality section of this <br />EA, specifically relative to Federal and State requirements for plugging of abandoned <br />drill holes. <br />• PLAN CONFORMANCE REVIEW: The Proposed Action is subject to and has been reviewed <br />for conformance with the following plans (43 CFR 1610.5-3, BLM 1617.3): <br />Name of Plan: Uncompahgre Basin Resource Management Plan <br />Date Approved: July 1989, amended, 1992, 1994, 1997, and 2001 (BLM 1992, 1994, 1997; <br />BLM and USFS 2001) <br />Decision Number/Page: Management Unit 7, Page 21, and Management Unit 9, Page 22. <br />Decision Language: Management Unit 7: "The management unit will be managed for both <br />existing and potential coal development. Development of existing coal leases will continue <br />and non-leased federal coal will be identified as acceptable for further coal leasing <br />consideration with a minimum of multiple-use restrictions. Activities and land uses that are <br />consistent with maintaining existing coal operations and the potential for coal development <br />will be permitted." <br />Management Unit 9: "The management unit will be managed to restore and enhance riparian <br />vegetation along 48 miles of streams."
