(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1989-nAA <br />INSPECTION DATE: 9.41511 Q <br />INSPECTORS INITIALS: R1(_ <br />OBSERVATIONS <br />The Division conducted a monitoring inspection of the site as part of sites to be <br />inspected during the 4 year cycle, for the fiscal years 2010 and 2011. The site is small <br />112 sand and gravel operation covering 25.5 acres, located approximately 15 miles south <br />of Cannon City that utilizes blasting as part of the aggregate recovery plan. <br />Site was active at the time of the inspection removing processed aggregate from the <br />stockpiled area long the North East side of the active mining face. <br />When the site was last inspected in 2006 after the permit transfer was approved from <br />Griffin Ranch LLC TO Rock Bottom LLC in 2006, two problems were identified.l)No permit <br />sign at the access to the property.2)the sediment pond, detention basin that was approved <br />was not in place at the time of the inspection. Both items were verified during this <br />inspection. A permit sign was properly posted along the south west corner of the access <br />road and a detention basin was noted along the Eastern portion of the permit area above <br />the road to capture any flow from the pit from reaching the county road. Pond was dry at <br />the time of the inspection. <br />Approximately 7 acres is affected at the time of this inspection. Mining of the area is <br />towards the north and west side of the permit area. As reported above, site was active <br />removing processed aggregate from the already stockpiled processed material along the <br />North east side of the active mining face area. <br />Permit boundary post were properly located. Operator needs to be extra careful along the <br />South side of the permit boundary, so as to not affected areas outside the permit. In <br />addition, no top soil stockpile was noted on site, according to Mr. Bill Groff, who was <br />on site at the time of the inspection, the operator only sells a small amount of top soil <br />and should have enough for reclamation. However, the sign posted at the access to the <br />property, state the amiability of top soil for sell. The approved reclamation plans calls <br />for applying an average of 12 inches of top soil over 23 acres as warranted. <br />Since the fact the Division did not observe a top soil stockpile during this inspection <br />to cover the area already affected will not be cited as a possible problem, because a <br />portion of the top soil could have already been used to reclaim the area reseeded in <br />2009, along the south east side of the currently affected area. However, it is important <br />to salvage adequate top soil to cover the area that is anticipated to be disturbed in the <br />coming years as approved in the reclamation plan. <br />Explosive storage magazine was properly locked and secured. The small fuel storage area <br />was also properly placed above a metal protection, in case of a leak. <br />The current warranty for the site covering 23 acres is $60,232.00, which is deemed <br />adequate to cover the current affected area.
