following sections. A water intake gallery located adjacent to the Purgatoire provides water
for the operation. Water is pumped either directly to the plant, to water tanks located on
higher ground south of the preparation pplant, or to pond #1 for storage. Water is piped from
the storage tanks to the preparation plant and buildings at the site. The slurry disposal system
will deposit coal waste slurry to the abandoned underground workings, and a well located
north of the prep plant will recover water from the slurry for reuse in the prep plant.
In the process of reclamation at the West Portal, the fan at the West Portal air shaft was
removed. This facility will be reinstalled for use as a bleder fan ventilating the West Mains
area. As the projected life of this facility is unknown, it is planned to power this installation
with a diesel/electric generator or portable substation. The fan site has not been reclaimed
and will not result in an increase in mine disturbance area.
(3) Mine Facilities
(a).(b).Structures
The existing structures are shown on Map 11 Surface facilities and Roads East Portal and
Map 12 Surface Facilities and Roads West Portal. Major facilities are listed on Table 19
Surface Facilities List. Exhibit 28 Bond Calculations contains a detailed description of all
facilities and respective construction types. In general, a detailed description of all facilities
and respective construction types. In general, structures are built of structural steel, sheet
metal, brick and mortar with concrete foundations. As shown on Map 15, the majority of
these facilities and structures are built on natural ground with coal stockpiles, refuse disposal
and materials storage located on pre -law fill areas. Other than the RDA and the sediment
control system (ponds and ditches), all land disturbances at the site were pre -law.
All West Portal buildings listed on Table 19, Surface Facilities List, have been removed or
demolished with salvaged materials shipped off site and inert debris buried at approved
locations on -site. As shown on Map 16, most of the facilities are located on native soils as
opposed to refuse fill areas. As mine recovery progresses, the West Portal air shaft will be
reopened. A small fan powered by a diesel/electric generator or portable substation will be
set over the shaft to provide ventilation for the West Mains. An access road will be
maintained from the Mine entrance road to the fan and air shaft. A small graveled parking
area will be maintained adjacent to the fans.
Mining to establish a new ventilation pathway from the slopes to the East portal exhaust shaft
will require the temporary placement of a small conveyor drive, auxiliary ventilation fans and
a portable power system. It is expected that the temporary slope equipment will be in place 6
months at which time they will be replaced by permanent installations or removed.
Maps 15 and 16 show disturbed areas on the site. The disturbance area boundary has been
established to include a buffer should additional disturbance activities become necessary.
The surface disturbance boundary shown on maps 15 & 16 will be the boundary marked in
the field in accordance with Rule 4.02. These markers will consist of roof bolts or rebar
covered with white PVC pipe. As portions of the site are reclaimed, boundary markers will
be moved to the reclamation limits of the disturbed areas.
Two facilities, Apache Canyon Air Shafts 91 and #2 were reclaimed and Phase III released.
These facilities will be returned to production use for mine ventilation.
