September 15, 2010 C-1992-080/Carbon Junction Mine <br />SLIDES and DAMAGE - Rule 4.12: <br />The crack in the northeastern half of the reclaimed North Pit (previously described in the June 30, 2010 <br />inspection report) appears to have partially filled with sediment. No changes were found in the bulge on the west <br />side of the Permanently Reclaimed Spoil area, compared to the June 30, 2010 inspection report. <br />SUPPORT FACILITIES - Rule 4.04: <br />No problems were found in the Equipment Storage Area at the south end of the permit area. Equipment <br />previously stored there was removed from the site in 2008. <br />SIGNS AND MARKERS - Rule 4.02: <br />Permit boundary markers were properly displayed at numerous locations inspected along the western side <br />of the permit area. To ensure compliance with 4.02.3, additional permit boundary markers are needed near the <br />location where water is pooled at the inlet end of a culvert set (see following discussion of Hydrologic Balance). <br />The mine i.d. sign was properly displayed on the only public road entrance into the permit area. <br />TOPSOIL - Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />Topsoil replacement depths in the SL-4 bond release area were previously verified during the June 2008 <br />inspection in the Equipment Storage Area and in the Permanently Reclaimed Spoil Area. Topsoil stockpile depths <br />for the areas regraded in early 2009 (Pond 1, Pond 2, and collection ditches) were verified during the March 2009 <br />inspection.
