Compliance With Mine Plan NA - Support Facilities Not On-site <br />NA - Other NA - Special Categories Of Mining <br />NA - Processing Waste NA -Topsoil <br />COMMENTS <br />This was a complete inspection of the Coal Gulch Mine conducted by Tom Kaldenbach of the Colorado <br />Division of Reclamation, Mining and Safety. No one else was present. <br />The permit for this mine was revoked more than 10 years ago. DRMS's IML program had reclamation <br />work done on the site in September 1994. DRMS reduced annual inspection frequency for this site to <br />one complete inspection and three partial inspections in 2007. <br />The southwest part of the site is being used by an unknown party for various construction materials and <br />equipment. Most of these items were removed in the summer of 2009, while a shop area has been <br />constructed immediately east of the site. The construction materials and equipment were first placed on <br />the site between the December 2006 and March 2007 inspections. Since the last inspection in May 2010, an <br />unknown party (perhaps the landowner) has constructed a gravel road approximately 20 feet wide that extends <br />several hundred feet into the site from the highway. A cable at the highway blocks vehicle into the site on the <br />new road. <br />The Division is reviewing the Coal Gulch site for surety release/termination of jurisdiction. The <br />Division initiated the surety release/termination of jurisdiction process in 2008 by sampling vegetation <br />on the site. Vegetation was sampled a second time in 2009. The Division conducted a surety <br />release/termination of jurisdiction inspection in May 2010. <br />The ground was dry during this inspection and the entire site was accessible. <br />BACKFILL and GRADING - Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />Other than the two ponds and the two ditches, no mining-related structures remain on the site.
