No one else was present.
The permit for this mine was revoked more than 10 years ago. DRMS's IML program had reclamation
work done on the site in September 1994. DRMS reduced annual inspection frequency for this site to
one complete inspection and three partial inspections in 2007.
The southwest part of the site is being used by an unknown party for various construction materials and
equipment. Most of these items were removed in the summer of 2009, while a shop area has been
constructed immediately east of the site. The construction materials and equipment were first placed on
the site between the December 2006 and March 2007 inspections. Since the last inspection in May 2010, an
unknown party (perhaps the landowner) has constructed a gravel road approximately 20 feet wide that extends
several hundred feet into the site from the highway. A cable at the highway blocks vehicle into the site on the
new road.
The Division is reviewing the Coal Gulch site for surety release/termination of jurisdiction. The
Division initiated the surety release/termination of jurisdiction process in 2008 by sampling vegetation
on the site. Vegetation was sampled a second time in 2009. The Division conducted a surety
release/termination of jurisdiction inspection in May 2010.
The ground was dry during this inspection and the entire site was accessible.
BACKFILL and GRADING - Rule 4.14
Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f);
Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6:
Other than the two ponds and the two ditches, no mining-related structures remain on the site.
