Ryan Sweetwood represented the <br />operator during the inspection. The ground was dry. Selected photographs taken during the inspection are <br />provided at the end of this report. With the operator's consent, this report was issued from the Denver office of <br />DRMS. <br />Construction crews were active on the Coal Processing Plant which is nearing completion. Initial testing of the <br />operation of the plant was in progress. The operator's representative explained the operation of the Processing <br />Plant during a brief tour of the facility. No compliance or maintenance problems were found during the inspection. <br />AIR RESOURCE PROTECTION - Rule 4.17: <br />A water truck was spraying for dust control in the construction area on the Lower Refuse Pile. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />?Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage - Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />There was no flow through the middle Dry Fork flume, although there was a small pool of water in the <br />flume and water was ponded in the Dry Fork channel immediately upstream from the flume. <br />. The flume appeared in good repair, with no evidence of piping or channeling around or under the flume. <br />SUBSIDENCE - Rule 4.20: <br />Subsidence cracks appear to be filling with sediment next to the West Flatiron Road, over B Seam panel <br />21. (This area was previously described in the July 2009 DRMS inspection report.)
