September 16, 2010 C-1981-018/Deserado Mine DTM
ROADS - Rule 4.030 ? Construction 4.03.1(3)/4.03.2(3)[1 ? Drainage 4.03.1(4)/4.03.2(4)[1 ? Surfacing and
Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) [1 ?Reclamation 4.03.1(7)/4.03.2(7):
The haul road from the facilities area to the Refuse disposal areas was well maintained and in good
condition. Road side berms appear well maintained.
Light use roads to the D-seam degas boreholes are rough but passable. BME is no longer pumping from SDH#2
or SDH#3 and almost all of the degas boreholes for the D-seam have been reclaimed so BME personnel do not
need to access this area of the mine surface very often. The condition of the light use road is acceptable but BME
will need to monitor some of the drainage crossings to assure that they do not wash out.
RECLAMATION SUCCESS - Rule 4.15, Rule 3:
Some of the reclaimed degas boreholes were inspected along the light use road to SDH#3. Reclaimed
boreholes inspected wereLW5-1, LW4-1, LW4-5, LW6-1, LW6-2, and LW3-4. The vegetation on these
reclaimed pads was well established and consisted of a mix of introduced perennial grasses, native grasses and
shrubs. This late in the growing season only a few forbs were encountered. No noxious weed species were
encountered on any of these reclaimed degas pads. On two of the reclaimed pads,LW4-5 and LW34 evidence of
considerable run-on could be noted by sediment coming from adjacent undisturbed areas. Both pads appeared to
be holding up well to this additional flow with no rilling noted on the reclaimed pads.
The pads that were observed were in good vegetative condition and no erosional issues were identified.
The Sagebrush-Western wheatgrass reference area was visited. This site is fenced and is located near Rio Blanco
County Road 78. This site is visually dominated by sagebrush with perennial grass species in the understory.
Some cheat grass was observed inthe reference area too. The fence has not been well maintained so animals could
access the site. There was no evidence of grazing by domestic livestock inside the fence.
REVEGETATION - Rule 4.15 ? ? Vegetative Cover; Timing:
BME has not yet seeded for the Fall seeding Scott indicated that November tends to be their best seeding
opportunity and they plan to seed the small disturbances at that time.
SIGNS AND MARKERS - Rule 4.02:
Reclaimed degas borehole pads had the sealed holes marked with steel casing and a stamped cap. Some
markers needed to be relocated or had soil covering the location.
Permit boundary signs were present and legible at points that County road 78 crosses into the permit area.
SEALING OF DRILLED HOLES AND UNDERGROUND OPENINGS - Rule 4.07
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year:
