NOTICE OF PROPOSED DECISION
The Colorado Division of Reclamation,
Mining and Safety proposes to Ap-
prove Technical Revision Application
No. 86 (TR-86) for the Colowyo Coal
Mine (Permit No. C-1981-019), submit-
ted by Colowyo Coal Company L.R.
The Colowyo Coal Company has
submitted a Technical Revision for the
Colowyo Mine to provide a construc-
tion certification and as-built map for
the South Taylor Haul Road. The
South Taylor Haul Road was permitted
with the approval of Technical Revision
76 (approved on 13 August 2009). The
South Taylor Haul Road was con-
structed to decrease haul distances
and grades from the South Taylor Pit.
It runs along the west side of the mine
and connects the West Pit of the
Colowyo Mine with the South Taylor
Pit. This revision is administrative in
nature. There is no proposed change
to the mine's disturbance boundary or
permit boundary with this revision.
There will not be any change to the
mine's reclamation liability as a result
of this revision.
The Colowyo Coal Mine is a surface
coal mine located in Moffat County,
approximately 28 miles South of Craig,
Colorado. Coal interest is Federal, and
the surface affected is Federal, state
and private land. The permit area en-
compasses approximately 12,250.95
acres.
This proposed decision is based on a
finding that the proposed operation will
comply with all requirements of the
Colorado Surface Coal Mining Recla-
mation Act, Section 34 33 101, et seq.,
C.R.S., and the regulations promul-
gated thereunder.
Copies of the proposed decision, in-
cluding stipulations, are on file for pub-
lic inspection at the Colorado Division
of Reclamation, Mining and Safety,

Sherman Street, Denver, Colorado
80203. Persons with an interest that
may be adversely affected by the pro-
posed decision may request a formal
hearing before the Mined Land Recla-
mation Board on the proposed deci-
sion. Such request must be made
within ten (10) days of the initial publi-
cation of this notice, must be in writing,
and must state with reasonable specif-
icity the reasons for the request and
the objections to the proposed deci-
sion.
