(OEI) is the surface owner and primary mineral owner of the land <br />on Ewing Mesa, La Plata County, Colorado containing the reclaimed Carbon Junction <br />Coal Mine (C-92-080) and the Four Corners Materials Ewing Mesa aggregate operation <br />(M-1992-116). <br />We were very concerned when we received an inspection report for the Carbon Junction <br />Mine from the Division authored by Ms. Marcia Talvitie. Prior to working for the <br />Division, Ms. Talvitie was an employee of Four Corners Materials, and the <br />environmental and permitting coordinator for the Ewing Mesa operation. During her <br />employment, and to this day, Four Corners Materials has had an adversarial relationship <br />with Oakridge Energy, Inc. <br />As permiee of the Carbon Junction Mine and landowner for the property on which the <br />Carbon Junction Mine and Four Comers Materials Ewing Mesa operations are sited, <br />Oakridge Energy, Inc. must respectfully request that Ms. Talvitie not inspect either the <br />Carbon Junction Mine or the Four Corners Materials' Ewing Mesa operation. <br />Oakridge Energy, Inc. believes that it is imperative that there be no appearance of <br />impropriety, or even the potential for a question of impropriety, on the part of Division <br />inspectors. <br />If you wish to discuss this issue further, please contact me at your convemence. <br />Sincerely, <br />Sandra Pautsky, President <br />Oakridge Energy, Inc.
