5.3.1.2 Mayflower Clearwater Pond
Description: This pond is the holding facility for seepwater and decanted Mayflower Tailing
Pond water which is pumped back to the Industrial Water System via the Mayflower Pump
System.
Location: The Mayflower Clearwater Pond is located at the toe of No. 5 dam adjacent to the
Mayflower Waste Water Treatment Plant(MFWWTP). See Figure 1.
Spill Potential: Pump failure in conjunction with a high water level in the clearwater holding
pond could result in a short-term spill into Ten Mile Creek.
Potential Spill Volume: 600 gallons per minute until the pumps are brought back into service.
Prevention and Control: (1) Standby pumps are located in the pump house; (2) a standby
generator minimizes pump failures due to electrical power interruptions; and (3) Clearwater
Holding Pond water levels are maintained to minimize spill potential.
Countermeasures: In the event of total failure of the Mayflower Pumping Systems, mine
personnel would increase dilution in interceptor canals, sandbag the Clearwater Holding Pond,
and overtreat the Mayflower Tailing pond (with lime) to precipitate metals. Should there be an
overtopping of the Clearwater Pond, and untreated water escapes the system, a temporary
pumpback system using portable generators and pumps can be installed while repairs are made to
the system.
Location of Clean-up Materials and Equipment: The most effective way to handle a spill will
be the adjustment of the system as described above; therefore the location of spill clean-up
materials is not as important as with other spill scenarios. However, crushed limestone and
slaked lime are available at the lime slaking and storage facility east of Ten Mile Tailing Pond;
portable pumps and generators are located at the mine warehouse.
Monitoring: During operations, the Mayflower Clearwater Pond is visually checked daily. A
pump system alarm is telemetrically connected to the Mill Control Room.
Reporting: All spills threatening the waters of the State of Colorado are subject to the reporting
requirements of Sections 4.2, 4.3, and 4.4 of this SPCC Plan. All spills should be documented
on the "Spill Incident Report" form immediately (Appendix 1), and given to the Environmental
Coordinator. As a matter of corporate policy, a high level of documentation is required for any
system failure at the Mayflower Clearwater Pond.
40
