5.0 SPILL PREVENTION CONTROL and COUNTERMEASURES (SPCC) <br /> This section of the SPCC Plan has been divided into four categories to enable the spill responder <br /> easy and quick access to information needed in the event of a spill. Section 5.1 pertains to <br /> Production Facilities, such as the mill, shops, plants, and facilities directly associated with <br /> producing MoS2 concentrate. Section 5.2 deals with Storage Facilities, like the various <br /> warehouses, docks, gas and diesel tanks, waste oil storage, PCB transformers, blasting agent <br /> storage, etc. Section 5.3 includes the Tailing Distribution and Industrial Water System <br /> (tailing lines, treatment plants, pumphouses, etc.). Section 5.4 pertains to Other Facilities like <br /> laboratories, offices, domestic water facilities, and the lime slaking facility. <br /> Monitoring at Climax Mine will consist of "checks" and "inspections" which are defined as <br /> follows: (1) "Checks" are routine visual examinations of the locations where materials are <br /> stored; they are not documented. (2) "Inspections" are documented visual inspections and are <br /> typically conducted monthly. In general, reagents used in the milling process are checked daily <br /> and non-processing materials are checked weekly. <br /> Due to the harsh winter climate at Climax Mine it is often difficult to conduct checks and <br /> inspections without jeopardizing the safety of mine personnel. Therefore, it is Climax policy to <br /> first protect the health and safety of workers while safely performing the checks and inspections <br /> required by this plan. <br /> 5.1 Production Facilities <br /> 5.1.1 Mill Complex <br /> The Climax Mill Complex is shown on Figures 1 and 2, and Table 1 is a comprehensive list of <br /> the various chemicals onsite at Climax, including those used in the milling process. Reagents <br /> used in the milling process include: sodium cyanide (both granular and liquid), phosphorus <br /> pentasulfide (including instant Nokes reagent NR-1), Dowfroth 250, pine oil, Syntex, caustic <br /> soda beads, Conoco light oil, Calumet 6100 oil, Nalco 7873, and lime. Section 5.1.1 depicts <br /> each individual chemical, and provides a brief description, its potential for spillage, how spillage <br /> can be prevented or controlled, countermeasures to employ if spilled, location of nearby spill <br /> control equipment and monitoring procedures. It is Climax policy to have all drums labelled as <br /> to content. MSDSs (Material Safety Data Sheet) are available in the office of the Environmental <br /> Coordinator. <br /> 8 <br />
