and Reclamation Permit (Number M-77-493). As such, once approved, the EPP will become an
element of this existing permit.
For purposes of the record, the Climax Mine is wholly owned by the Climax Molybdenum
Company, a wholly owned subsidiary of the Cyprus Climax Metals Company. The Cyprus
Climax Metals Company is a wholly owned subsidiary of the Cyprus Metals Company which,
in turn, is a wholly owned subsidiary of the Cyprus Amax Minerals Company.
1.1.1 Reference and Indexing
Since the Climax Mine is an active operation with an approved Mining and Reclamation Permit,
much of the information and data required for the EPP has been developed previously. Where
such information is part of the public record and official permit files, that information is
referenced but is not reiterated herein. Only information that presently is not part of the public
record or is required specifically under the Act is included in the Appendices.
1.1.2 Changes in Referenced Information and Documents
Changes in the reclamation plan can trigger the need for submittal of a formal Amendment,
g p gg
Technical Revision, or Modification depending upon the type of change as defined in the Rules.
Because the EPP references numerous public record documents and information on file with the
DMG and other state regulatory agencies, notification relative to changes, particularly minor
ones, can rapidly become unwieldly for both Climax and the DMG. Therefore, Climax proposes
to handle minor changes in referenced documents and information by establishing a central file for
the reclamation plan and associated EPP information and documents at the Climax Mine
environmental office. Climax will conduct an annual review of the EPP to identify where major
changes have occurred and where major changes may occur during the following year. This
review will coincide with the annual review and update of the Spill Prevention Control and
Countermeasures and Materials Containment Plan, portions of which are in Appendix B A
report of this review will be filed with DMG. Climax proposes the initial review under this
concept for the end of calender year 1996.
1.2 Description of Site
The Climax Mine is an open pit and former underground mining operation which extracts,
• crushes, and processes molybdenite ore from the base of Bartlett Mountain and produces
2
