8. Operations associated with drill site E-5 in T3N R101W section 26 NE (including <br />reclamation) shall not occur from February 1 through August 15. <br />:9 <br />9. In order to avoid timing limitations associated with the potential occupation of a pair of <br />ferruginous hawk nests within 200 meters of access required for locations NI and N2 in T3N <br />R101 W section 21, it is suggested that operations associated with these 2 pads be completed by <br />April 1, 2009. In the. event this work is deferred, BLM will need to verify the status of these <br />nests prior to authorizing activity on these sites. Nest occupation will prompt the application of a <br />timing limitation during the nesting period and until fledglings are independent of the nest. <br />10. The release of any chemical, oil, petroleum product, produced water, or sewage, etc, <br />(regardless of quantity) must be reported by the lease holder, to the Bureau of Land Management <br />- WRFO Hazardous Materials Coordinator at (970) 878-3800. <br />11. All activity shall cease when soils or road surface become saturated to a depth of three <br />inches unless otherwise approved by the Authorized Officer. <br />12. Provide for erosion-resistant surface drainage by adding necessary drainage facilities and <br />prior to rain or snow events. When erosion in disturbed areas is anticipated, sediment barriers <br />shall be constructed to slow runoff, allow deposition of sediment, and prevent it from leaving the <br />site. <br />13. Leave the disturbed area in a condition that provides drainage with no additional <br />maintenance. <br />14. To reduce long term sediment yields to surrounding channels, it is important that efforts be <br />made to effectively deter subsequent vehicle use on new access developed for these wells (see <br />also Terrestrial Wildlife section below) <br />15. Soil preparation before seeding should allow for a rough surface, and waterbars and/or fiber <br />rolls as needed such that surface runoff velocities will be reduced, infiltration increased and <br />surface flows disturbed. Mulching or erosion fabric should be used as needed to protect soils <br />from rain splash erosion and increase effective precipitation. <br />16. No rilling or other soil erosion features will be allowed, extra efforts at reclamation should <br />be taken to assure successful soil stabilization at core locations and along temporary access <br />routes. Erosion features should be reported to the AO and addressed with additional BMPs when <br />observed. <br />17. A Reclamation Status Report will be submitted to the WRFO biannually for all actions that <br />require disturbance of surface soils on BLM-administered lands as a result of the proposed <br />action. Actions niay:include, butare not limited-to, well pad and road construction The <br />Reclamation Status Report will be submitted by 15 May and 15 November of each calendar year, <br />and will include the well number, legal description, project description, reclamation status (e.g., <br />interim or final), whether the well pad or pipeline has been re-vegetated and/or re-contoured,
