Letter to Ryan J. McHale S September 8, 2010 <br />Second Adequacy Review File No. M-2009-076 <br />g. Venture Resources has proposed a plan for collection of undisturbed tailing samples from the <br />impoundment for characterization of as deposited properties. DRMS will not require, but Venture <br />Resources may want to consider establishing repeatable survey points adjacent to and along the base of <br />the impoundment to guide undisturbed sample collection, instead of the standpipes that have been <br />proposed. If standpipes are to be used, DRMS will require that the steel support plates be rounded at <br />the edges and corners, and that additional padding be installed below the plates. Three or four scraps of <br />geonet composite would serve as acceptable padding. DRMS must be notified in advance of tailing <br />sample collection so that the activity can be inspected. If the Shelby tube samples are found to be <br />unrepresentative of undisturbed tailing, DRMS may require cone penetrometer or other direct testing be <br />done. <br />h. It may not be possible to sufficiently clean the geomembrane in the holding pond such that it can <br />remain at the time of reclamation. DRMS will require a cost to remove and shred geomembrane and <br />dispose into the tailing impoundment be incorporated into the estimated reclamation costs for <br />establishing the amount of required bond. <br />i. Exhibit C states that no designated chemicals will be used in mineral processing; be advised that <br />DBMS has recently determined that xanthate is a designated chemical. Provide an Emergency <br />Response Plan in accordance with Rule 8.3. <br />j. The monitoring well sampling plan provided in revised Exhibit C states that purging will be complete <br />after pulling three bailers from the wells. While it is likely that three bailers will comprise three well <br />bore volumes, it is not a certainty. Provide a sampling plan that includes purging of three well bore <br />volumes from the wells prior to sample collection. <br />k. Exhibit C states that "(r)ubble and/or slightly weathered stone sorted on-site from available material <br />that meets ...size specification shall be acceptable for use" as riprap. DRMS requires that riprap be <br />inert, durable, and non-slaking; on-site material selected for use as riprap must meet these criteria. <br />1. The process water evaporation plan and evapotranspiration evaluation provided in the revised permit <br />application exhibits are based on average conditions. Locations such as Hukill Gulch periodically <br />experience prolonged periods when precipitation exceeds evaporation. Therefore, DRMS will require <br />that a twenty five percent contingency be added to the estimated cost for process water evaporation. <br />DBMS will further require a plan and estimated costs to place sufficient fill onto the tailing bench at the <br />time of reclamation to provide positive drainage. <br />in. If a permit is issued for limited tailing impoundment of the barrier bench, there must be plan for <br />reclamation if a small amount of tailing is produced, but the bond goes to forfeiture prior to complete <br />filling of the barrier bench cell. Provide such a plan and estimated costs for its execution. <br />n. The revised reclamation plan continues to state that the site will be reclaimed to resemble rangeland. <br />The DRMS reiterates that if a permit is issued, the approved post mining land use will be rangeland, <br />and the permit will require reclamation to achieve that post mining land use. <br />As stated above, the DRMS will consider a plan to impound limited amounts of tailing behind a properly <br />constructed, unsaturated embankment in Hukill Gulch.
