The amount of bond required for permit issuance will be based on the cost to reclaim the limited <br />impoundment and mobile millsite, etc. to be described in the technical revision, if submitted. Any further <br />impoundment of tailing, beyond what might be approved through technical revision to the permit application, <br />would require future approval of a permit modification, and the bond would be adjusted through the <br />modification. <br />6. Clear Creek County has provided comments on the Hukill Gulch permit application; Venture Resources was <br />previously provided a copy of the county's comment letter. Certain of the county's issues are restated below, <br />and must be addressed by Venture Resources. <br />a. The definition of affected land at Rule 1.1(4) includes work, parking, and storage areas "and areas in <br />which structures, facilities, equipment, machines, tools or other materials or property which result <br />from or are used in such operations are situated." Describe and/or illustrate on a map where within <br />the area of affected land vehicles and other equipment will be parked and stored. <br />b. In the permit application, Venture Resources provided signed certification that all necessary <br />approvals from local government have been applied for. Clear Creek County states that Venture <br />Resources must review the sanitation plan for Hukill Gulch with the County Environmental Health <br />Department, and that a building permit is required for the Crusher Feed Pile enclosure. Provide an <br />updated certification that all necessary approvals from local government have been applied for, <br />including the sanitation plan and building permit. <br />c. Clear Creek County recommends a revegetated berm above water holding pond instead of sand bags. <br />DRMS concurs. <br />d. Clear Creek County states that storage of milling equipment following reclamation permit termination <br />is not a permitted use. Therefore, a plan and estimated costs for removal of trailers and equipment and <br />reclamation of the mobile millsite must be provided. <br />7. The Upper Clear Creek Watershed Association has provided comments on the Hukill Gulch permit <br />application; Venture Resources was previously provided a copy of the association's comment letter. One of <br />the association's issues is with the geometry of initial waste rock excavation and tailing impoundment. To <br />address this issue, describe the logistics of waste dump excavation and storage relative to the installation of the <br />initial tailing impoundment liner. <br />8. Exhibit D states that Venture Resources may elect to create residential building sites in areas zoned M1 by <br />Clear Creek County. The permit application as currently structured would not allow this within the area of <br />affected land; the application or permit (once issued) would either have to be amended or the permit terminated <br />to allow for residential use. <br />9. Following is a list of additional issues, some minor, identified by DRMS to be addressed in the technical <br />revision, if submitted. <br />a. Revised Exhibit B, page 3 continues to contain the statement that "joints and fractures will be sealed <br />with hydraulically applied clay that is part of the waste stream." Please clarify that such application is <br />no longer a component of the mine plan.
