PERMIT #: M-1993-027 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: September 1, 2010 <br />Three problems were noted during the last inspection conducted by the Division on August 29, 2005. <br />1) The permit boundary markers were not observed. The Operator submitted a letter dated November 30, 2005 <br />stating 10 foot pieces of 4" PVC were placed over steel posts to delineate the boundary corners. <br />Based on the observations from this inspection and discussions with Mr. Beach, the Division believes the north <br />permit boundary markers are incorrectly placed and is cited as a problem requiring corrective action above. The <br />locations of the north boundary markers appear to indicate the overall property boundary, not the permit <br />boundary and access road. Mr. Beach stated Seifert would survey the site to verify the permit boundary <br />locations and install new permit boundary markers as required. <br />2) Mining excavation was occurring without prior removal of topsoil in the west highwall. The Operator <br />calculated a sufficient amount of topsoil, 1300 cubic yards, was stockpiled at the site to comply with the <br />reclamation requirements and committed to strip and stockpile all topsoil in future excavations. <br />An area of stripped topsoil was observed west of the access road ahead of the north highwall. Evidence of <br />excavation west of the stripped area where topsoil had not been stripped was observed during this inspection. <br />The Division reminded the Operator of the requirement to salvaging all topsoil from areas to be affected in the <br />future. The Division suggests the Operator strip and salvage the topsoil ahead of the north and west highwalls <br />to prevent this problem from occurring in the future. This is not cited as a problem at this time due to the small <br />quantity of topsoil not salvaged. <br />3) A pile of imported wood debris was observed in the southwest corner of the pit. <br />The imported debris was not observed during this inspection. <br />(FN) Financial Warranty: <br />The Division currently holds a financial warranty of $25,000, which is adequate to complete the reclamation of <br />the site based on the observations from this inspection. <br />(MP) Gen. Compliance With Mine Plan: <br />The Schoolfield pit is an active mine site. The material from the pit is used as fill/pit run for various projects. <br />No processing occurs at the site. Evidence of recent excavation was observed at the north highwall. A wheeled <br />front-end loader was stored at the site. No fuel was stored at the site and the pit floor was dry. <br />(RS) Reclamation Success: <br />No reclamation has begun at the site. A large well-vegetated stockpile of topsoil is located east of the pit floor. <br />No noxious weeds were noted during the inspection. <br />(SM) Signs and Markers: <br />An entrance sign was posted as required by Rule 3.1.12. <br />Page 2 of 4
