P • <br />Kent Gorham - Page 3. - Sept. 1, 2010 <br />DWDA slope configurations. The results indicate the proposed design has a factor of <br />safety greater than 1.5:1. . <br />5. A discussion of how surface water will be managed above, around and on the Waste <br />Pile (Rule 4.10.3.2(2)). <br />A surface water management infrastructure is in place for the coal stockpile area. That <br />same infrastructure is proposed for use to manage the surface waters of the DWDA. <br />Surface waters above the waste pile are intercepted by D11. The surface waters on the <br />waste pile will be managed by grading the surfaces at 1% slope to the runoff collection <br />ditches D12 and D14. Compaction minimizes infiltration and reduces the sediment <br />loading, the slope minimizes infiltration. Existing ditches D12 and D14 route disturbed <br />water to Pond 007 for settling prior to discharge. <br />7. A plan for reclamation and revegetation of the Waste Pile (Rules 2.05.4; 4.210.4(5); <br />4.15), including a discussion of where the 4 feet (or less if a demonstration as <br />described in Rule 4.10.4(5) is approved) of non-toxic and non-combustible material <br />cover required by Rule 4.10.4(5) will be obtained. <br />The plan for the reclamation and revegetation of the proposed DWDA is identical to that <br />used for the successful reclamation of the waste pile west of the proposed DWDA. An <br />alternative source of topsoil was utilized in the reclamation of the Waste Pile thus <br />making the topsoil in the stockpile adjacent to the proposed DWDA available for use <br />during reclamation.
