PERMIT #: M-1999-058 <br />INSPECTOR'S INITIALS: GRM <br />INSPECTION DATE: August 12, 2010 <br />OBSERVATIONS <br />OBSERVATIONS <br />This inspection was conducted at the request of the operator, Colorado Stone Quarries. The Colorado Division of <br />Reclamation, Mining, and Safety is monitoring progress of Mined Land Reclamation Board orders to plan and implement <br />stormwater controls at the Yule Quarry as approved under amendment AM-01. The operator requested DRMS on-site <br />review of a proposed addition of a diversion structure and progress towards meeting the MLRB ordered objectives. The <br />Yule Quarry is a 110c permitted marble quarry located southeast of Marble, Colorado. Gary Bascom, representative for <br />Colorado Stone and Greg Lewicki the operator's consultant accompanied the inspector on site. <br />The inspector notes that the area has had heavy rains at and near the site for several days. This allowed for the <br />observation of primary stormwater control infrastructure that has been constructed to date. The structures noted were the <br />placement of suitable materials for road base and grading towards a primary control ditch on the highwall side, a new <br />access road to sedimentation control ponds and sedimentation controls installed on the steep dump areas. <br />Water flowing in the control ditch down the haul road and from the dump area was noted to be translucent but almost <br />clear. This is an improvement over waters observed in the spring of this year which were milky white and heavily <br />sedimented. Yule Creek was observed having worse water quality, being very dark in color, and heavy sediment load just <br />above the permit boundaries to the south. <br />The new access road for sedimentation control has been constructed. Final grading and base materials still need to be <br />finished. The path sweeps a bit farther south due to equipment access issues. The path was noted as conceptual in the <br />approved amendment to allow for such adjustments. The road is well within the permit boundaries. <br />The operator and consultant reviewed with the inspector the addition of a diversion structure across the waste marble <br />dump. The diversion will direct stormwater flow from the very steep waste piles to sedimentation pond # 4. By using the <br />diversion the pond can be constructed farther away from permit boundary and somewhat alleviate concerns of the adjacent <br />landowner. The ditch will be constructed using a rock pulverizer / excavator, hay bales as filler and concrete. The <br />diversion structure will have to be added to the regular maintenance and inspection schedule once constructed. <br />Overall the storm water control construction is well underway. The project will be close if not finished by the Board <br />Ordered date of August 31, 2010.
