C- 1981 -008
PR -06 AR #5
August 25, 2010
67B. This item requested the refinement of Map 2.04.9 -2 to accurately depict the limits of the active
pit, backfill progress (partial and to- grade) and topsoil distribution as they existed in February
2008. The map has been revised somewhat, but the symbols chosen are very similar to one
another. Please select map symbols that allow the different phases of operation to be readily
discerned.
68 -74. Previously resolved.
74a. Contour labels on Map 2.05.4 -5 are now presented in larger font. Item Resolved
Section 2 — Additional Items from Informal Conference
75. Previously resolved.
76. Previously resolved.
76A. This Item pertains to amended Spoil and Soil Suitability Tables 2.05.4(2)(d) -lA and (d) -1B,
which comprise only one table in the currently approved permit The Division requested
separation of the table into two tables (as provided in the response), and recommended a number
of specific revisions. The tables were amended in response to the Division's recommendations,
although there were a number of disparities. We have the following comments and requests:
a. On Table lA and 1B, all of the threshold levels with the exception of pH are listed so as to
identify "unsuitability" threshold levels for particular parameters. For pH the "Acceptable
Range" is presented instead. Please list the "unsuitability" levels for pH, as specified in the
Division version of the table, to be consistent with the remaining parameter listings, and
delete footnote #4.
b. On Table lA and 1B, the lower threshold for pH was changed from 6.1 to 4.5, with no
explanation or justification. Please provide an explanation (e.g. NRCS definition) for the
changed threshold.
c. There are problems regarding >/< symbols for certain parameters and soil zone categories on
Table 1A. For EC, Threshold Level Column 1 lacks > in front of 4, Columns 2 and 3 lack >
symbol in front of 6 and the < symbol in front of 5 should be a > symbol. Column 4 lacks a
> symbol in front of 8. For Boron, Columns 3 and 4 lack a > symbol in front of 5.
d. The Table I footnote for Zones 1 &2 is incorrectly worded. The correct wording is
"...areas where Lift A Topsoil or Mixed Lift Topsoil is placed directly on Bench 1 Subsoil
Substitute (no Lift B Topsoil is present) ".
There are problems regarding >/< symbols for certain parameters and soil zone categories on
Table 1B. For EC, all of the threshold levels listed lack the necessary > symbols. Boron
lacks the > symbol, for Bench 1 Surface Spoil.
f. On Table l B, the rock fragment threshold for Zone 8 mixed topsoil (Below 2 feet) is
incorrectly listed as "N /A'; the correct threshold listing is "535 % ". Also on Table 1B, the
cell for Zone 8 Rock Fragment content was left blank; should be "NIA ". The Sample Grid
for Zone 7 Mixed Topsoil should be 1 per 5 acres, rather than 1 per 2.5 acres.
Please amend the tables as warranted.
