FIRESTONE GRAVEL RESOURCE - <br />AUGUST 25, 201 D <br />estimate based on having most of the existing permit area west <br />of the old Railroad bed disturbed and partially reclaimed. I <br />have attached a Bond map showing the area of disturbance. <br />The Division understands that the excavated "lake" areas will now have a compacted clay liner to satisfy the <br />SEO requirements and may not, in fact, be filled prior to release. In order to qualify for the 20% bonding option <br />for a compacted clay liner, the operator will need to provide design specifications for the liner that satisfy, at a <br />minimum, the requirements of the clay backfill pit liners portion of the "Guide to Specification Preparation for <br />Slurry Wall and Clay Liners as a Component of a Colorado Mined Land Reclamation Permit" document dated <br />September 2000 and available on the DRMS web site. <br />Attached is a copy of. the PROJECT MANUAL FIRESTONE GRAVEL RESOURCE <br />SLOPE LINER containing the design specifications for the <br />proposed liner. This document was prepared by Deere & Ault <br />Consultants, Inc. to meet the requirements outlined in the <br />"Guide to Specification Preparation for S1-urry Wall and Clay <br />Liners as a Component of a Colorado.Mined Land Reclamation <br />Permit". With the approval of these design specifications, <br />the 20% bonding option will apply. <br />Please also provide the linear feet of compacted clay liner that will be required for each excavated ("lake") area. <br />This will allow a much easier calculation of the bond required for each phase of the operation as well as <br />facilitate bond releases when any individual lined phase passes SEO testing. <br />LAKE LINER AVERAGE FILL PER <br />AREA LENGTH (FT) LINEAR FOOT. (.YDS) <br />PHASE 2 5,090 60.0 <br />PHASE 3 12,245 53.5 <br />PHASE 5 16,865 40.5 <br />Exhibit S - Permanent Man-made Structures (Rule 6.4.19) <br />The Division has received proof that the operator has pursued agreements with all structure owners within 200'. <br />If additional agreements are executed by structure owners in the future, please forward copies to the Division for <br />inclusion in the site record. <br />Thank you, we will keep the file up to date if/when additional <br />agreements become available. <br />Although not specifically required, it would likely be in the best interest of LG Everist to renew old agreements <br />with existing structure owners that have been carried forward from the previous permittees (EnCana, Last Chance <br />Ditch). <br />Discussions are underway with all the oil companies and the <br />ditch company to get updated agreements for the site.
