Compliance With Mine Plan NA - Support Facilities Not On-site <br />N - Other N - Special Categories Of Mining <br />R - Processing Waste N -Topsoil <br />COMMENTS <br />This was a partial inspection of the McClane Canyon Mine conducted by Mike Boulay of the Division of <br />Reclamation, Mining and Safety on August 19, 2010. No operator representative was present during the <br />inspection; however, I did speak with April Schultz HR/Administrative Assistant at the mine office prior <br />to the inspection. Weather conditions were cloudy and ground conditions were wet from recent heavy <br />rain. Coal was being loaded and hauled from the mine at the time of the inspection. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />--Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage - Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The sediment pond was containing muddy water several feet below the level of the principal spillway. The <br />manually operated pond appears to have been recently discharged given the relatively low water level in the pond. <br />The silt fences at the entrance to the road accessing the construction material and topsoil pile locations and at the <br />east side of the bridge at East Salt Creek crossing were maintained. The lower silt fence/sediment trap was <br />holding a significant amount of water but appears to have functioned properly during the recent runoff (see <br />attached Photograph No. 1). All site sediment control features appeared to be in good working order and no <br />problems were noted during this inspection. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.11 <br />'Drainage Control; Surface Stabilization; Placement: <br />The temporary coal waste pile area is properly maintained.
