5. The legal description of the permit area, on page 2.03-5, states that the total permitted acreage <br />is 381.7 acres. The proposed public notice accompanying the application states that the permit <br />area will be 386.5 acres. Please verify the acreage figure on page 2.03-5, and correct it if <br />necessary. <br />6. The proposed permit boundary shown on Exhibit 2.05-MI is inconsistent with the boundary <br />shown on maps provided for the Sage Creek permit (specifically Exhibit 2.04.7 M1). The <br />revised Seneca II boundary seems to fit the existing landscape better, however the two permit <br />areas will overlap in some areas and there will be gaps of disturbed areas that are not captured <br />in either permit boundary. Please revise the boundary for maps associated with the Sage <br />Creek permit, or adjust the Seneca II Mine boundary so that both boundaries are <br />consistent and all disturbed areas are within one or the other of the permit boundaries. <br />2.05.4 <br />7. Page 2.05.4-1 states that, within the new permit area, Phase I bond release has been obtained <br />for all 266.7 acres of disturbed area, and Phase II bond release has been obtained on 139.4 <br />acres. Our records indicate that only 49.3 acres of disturbed area have been Phase II released <br />within the new permit area (see attached map). Please verify the bond release acreage <br />figures and revise the proposed narrative as necessary. <br />2.05.4, 3.02.2 <br />8. The Division has completed a reclamation cost estimate for the remaining work at the Seneca II <br />Mine. The new estimate reflects the transfer of the facilities area, Pond 004, and a large portion <br />of pit area reclamation responsibility to the Sage Creek Mine; it has also been updated with <br />current reclamation costs. The revised estimate is included for your review. <br />2.05.4(2)(c) <br />9. On page 2.05.3-1 of the PR-2 application volume, the narrative discussion of permanent roads <br />should include reference to South Road B, for clarification. Suggested wording would be: <br />There are two (2) roads within the new permit area that are approved for <br />permanent retention - Access Road C and Light-Use South Road (including the <br />South Road B segment that forks off the main South Road and provides access to <br />Pond 008). <br />Please amend the narrative as warranted. <br />10. The listing of permanent channels on page 2.03-1 of the PR-2 application volume omits <br />Channel SIIPM-13. Also, the statement that "These channels will become permanent features <br />in the future" could result in confusion, since the channels were proposed and approved as <br />permanent channels, and have been approved as components of the postmining topography <br />Page 3 of 7
