PERMIT #: M-2009-064 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: August 19, 2010 <br />OBSERVATIONS <br />The CR#3 Pit, File No. M-1980-027, was inspected by Peter Hays and Tony Waldron with the Division of <br />Reclamation, Mining and Safety (Division) as part of the Division's monitoring inspection program. Mr. Dan <br />Payne with Grand County Department of Road and Bridge was present during the inspection. <br />The following are general and itemized observations from the Division's inspection. <br />(AR) Availability Of Records: <br />The CR#3 Pit 112c reclamation permit was issued by the Division on December 11, 2009. The site was <br />previously inspected on September 16, 2009 for a pre-operation inspection. The CR #3 Pit is located 3.5 miles <br />south of Parshall, Colorado in Grand County and is permitted for 20 acres of disturbance at one time within a <br />total disturbed area of 85.78 acres. The overall permit acreage is 92.76 acres. The mine site located west of the <br />site, the Parshall Pit, operated by Mountain Park Concrete is in the process of expanding their site. The <br />expansion will result in the sites sharing a boundary and allowing for the area to be mine more effectively. <br />(MP) Gen. Compliance With Mine Plan: <br />Grand County has crushed once since in the last year at the site. The highwall has progressed to the southeast <br />and measured approximately 32 feet high. Topsoil and overburden have been stripped ahead of mining. The <br />topsoil and overburden stockpiles are currently uses as highwall safety berms, but will be move and stockpiled <br />in the near future. A stockpile of processed material and a wheeled loader were observed in the pit floor. No <br />buildings or sedimentation ponds have been constructed at the site. The pit floor was dry and no erosion was <br />noted during the inspection. <br />(RS) Reclamation Success: <br />The topsoil stockpile located southwest of the pit and the overburden stockpile located southeast of the pit are <br />not adequately vegetated. The Operator is required to seed all stockpiles if they remain in place for more than <br />180 days. The lack of vegetative cover was cited as a problem above and will require corrective action by the <br />Operator. <br />(RV) Reve etation: <br />Leafy spurge was identified on the east end of the topsoil stockpile and yellow toadflax, common mullein, and <br />canada thistle were observed near the pit disturbance. The Operator failed to control noxious weeds in <br />accordance with Rule 3.1.10(6) and the approved weed control plan at the site. The presence of noxious weeds <br />at the site was cited as a problem above and will require corrective action by the Operator. <br />(SM) Signs and Markers: <br />An entrance sign was posted and permit boundary markers were observed as required by Rule 3.1.12. <br />Inspection Contact Address <br />Mr. Ken Haynes <br />Grand County Department of Road and Bridge <br />P.O.
