PERMIT #: M-1998-034 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: August 19, 2010 <br />OBSERVATIONS <br />This was a pre-operation inspection of the Parshall Pit, File No. 1998-034, 112c conversion application <br />conducted by Peter Hays and Tony Waldron with the Colorado Division of Reclamation, Mining and Safety <br />(Division). Mr. Joe Docheff with Mountain Park Concrete, Inc. was present during the inspection. <br />The 112c conversion application package was received by the Division on May 20, 2010 and deemed complete <br />for purposes of filing on May 25, 2010. The Parshall Pit is located 3 miles south of Parshall, Colorado in Grand <br />County. The required notice signs were posted on the fence adjacent to County Road 3. The proposed permit <br />boundaries were delineated with fences on the north and east sides, County Road 3 on the west side, and County <br />Road 342 on the south side. <br />The proposed Parshall Pit conversion will increase the permitted acreage from 9.95 to 42.69 acres. Mining will <br />continue as started in the original permit in the northern end of the conversion area moving easterly and then to <br />the south. The northern expansion will allow for a larger processing area and easier truck access to the site. <br />The 42.69 acre parcel will be divided into two phases by the deep draw running east to west in the middle of the <br />site. The property borders the Grand County CRO mine site to the east. The conversion will allow Grand <br />County and Mountain Parks Concrete to mine more efficiently and make the best use of both properties. <br />The present land use in the conversion area is rangeland. The proposed post-mining land use is rangeland. <br />Mining will create a depression in the terrace deposit and daylight out into the ephemeral drainage. The <br />reclamation plan will be to reshape, re-topsoiled and revegetate the area with grass seed once mining is <br />complete. Reclamation will run concurrently with mining. No more than 22 acres will be disturbed at one time. <br />All man-made structures appeared to have been identified by the applicant in the conversion area. No problems <br />were noted during the inspection. <br />The Division mailed an adequacy letter to the Applicant requesting additional information on the proposed <br />mining and reclamation plan on August 17, 2010.
