• Oceration Description -Permit Area <br />The proposed Yoast permit area, which includes the life-of-operations area, is located in podions of <br />Sections 28, 29, and 32, T6N, R87W, and Sections 5, 8, 16, 17, 18, 19, 20, 29, and 30, TSN, R87W. <br />Figure 12-1 and Exhibit 12-1, Operations Plan, illustrates the proposed permit area as well as the projected <br />areas from which coal will be removed. F_xltibit 19-1 A, Reclamation Plan, illustrates the an6dpated <br />sequence of reclamation operations throughout the life-of-operations. <br />Mining operations will be conducted for recovery of the Wadge seam in portions of Sections 8,17, i8 ~ 9, <br />20, and 30, TSN. R87W. The deeper Wolf Creek seam in the permit area will be recovered in pofions of <br />Sections 20 and 29, T5N, R87W. <br />First Permd Term <br />Mining in the first permN term wilt be concluded in the first bbdrs identified on Figure ~ 2-1 and on Exhibit <br />12-1. It should be stressed that these dates are for estimating purposes only. Due to the power plant <br />demand, coal orders could increase or decrease on a monthly basis. This wiU effect the overall pit <br />• sequencing, but not the general mining direction. Stripping will begin at the lowest portion of the block, <br />developing pits approximatey perpendicular to the cropline and then progress updip in a southeasterly <br />direction. These blocks will be mined out in the first permit term. <br />Off-road ceal haulage will access the pit and coal storage areas via Haul Road B. Haulage from the coal <br />storage area to the power plant will utilize on-road vehicles via Haul Road A. <br />Scrapers may be used in cropline areas to either strip or pre-strip a pit for the dragline, This procedure will <br />be conducted in areas where disturbance beyond the cropline is to be avoided due to sediment control <br />restraints or to prevent spoiling into a drainage or onto steep slopes. <br />Second Permit Term <br />Those areas to be permitted for mining and reclamation during the second fnre-year pennil term are <br />identified on the Operations Plan and the Reclamation Plan. The second term consists of the years 2000 <br />through 2004 and includes the proposed revisions included in TR 21. TR 21 was submitted to include two <br />(2) areas of additional disturbance (approximately 16 acres), the incorporation of highwall mining in <br />conjunction with the currendy approved auger mining, and the recovery of Lennox coal for a test bum and <br />potential ongoing recovery. <br />• <br />PR-02 8 Revised 10/05 <br />
