Since we haven't done too much oversight of <br /> Operator sampling activities in the past, but anticipate doing <br /> quite a bit this summer and in the future, I thought it might be <br /> beneficial to distribute this report for your consideration and <br /> comment. I did a similar report for CCMC, in which I was somewhat <br /> more bold in asserting that the reclaimed area would not qualify <br /> for Phase II bond release because of a complete lack of warm season <br /> grasses (the diversity standard requires two warm season species, <br /> each at least 3% relative cover) . <br /> Because consideration of.species diversity and seasonality at Phase <br /> II is a Division policy interpretation not clearly spelled out in <br /> the Regulations, it is likely that we will have the opportunity to <br /> explain the significance of these concepts to the Board at some <br /> point. <br /> Please let me know if you have any concerns, questions, or. <br /> suggestions. <br /> Thanks. <br /> cc: David Berry, w/enc. <br /> Dan Hernandez, w/enc. <br /> Steve Renner, w/enc. <br /> c: \wp51\veginsp.dtm <br />
