l? lAugust 11, 2010
Roy A. Karo
Reclamation Manager
Seneca Coal Company
PO Box 670
Hayden, Colorado 81639
Dear Mr. Karo:
kQ4_1_? iR6/ 0

After previewing the one-sheet plan view proposed road drawing in your office, we
suggest the following:
Retain an appropriate portion ofPond 16A rather than complete elimination -
Reducing the size of the pond by approximately half its current diameter could
accomplish the intended goal of reclaiming surface land near the slide and also near the
property line. This pond provides established avian habitat as we saw during our visit. It
may also act as an important additional collector for future runoff.
Consider locating any new roads only where existing two-tracks or previously mined land
exist, rather than disturbing additional pristine habitat-
We appreciate property access via good flat roads, but abhor further removal of plant life
and the supplementary filling of natural canyon terrain. Consider the installation of a
pre-fab steel or timber single-lane width bridge at the proposed route lower elevations
where there is no passable two-track. A bridge may be financially feasible when
compared to the installation and long-term maintenance costs of the proposed culvert and
earthwork. Pre-fab bridge vendors include Acrow, Western Wood Structures, Big R
Bridge in Greeley CO, and U.S. Bridge.
Thank you for considering these alternatives.
Best regards,
?J
Theresa Friederich-Takasugi
4571 New Hampshire Street
San Diego, CA 92116
cc: Dan Mathews (St. CO Div.
