H -W Mine Phase 1 Bond Release Applicati (SL- 3) <br />We recommend Division staff to fully consider all possible costs associated with reclamation of <br />our property and request serious consideration of how much bond money is released at this time <br />for the following cumulative impact reasons: <br />A significant portion of our property, along with the adjacent uphill property east and south, is <br />experiencing instability resulting in visible surface grade slippage and slumps, and continual <br />water discharge. <br />Lack of evidence that the land will be stable, sustainable and maintenance-free during and after <br />the lease period and that no unacceptable levels of environmental impact (air, water, dust, weeds, <br />visual effects) are likely to occur. The method(s) and cost to repair and reclaim the material <br />damage to the land has not been fully determined, nor proved successful. <br />Water quality is questionable. <br />Design and construction for a ten-year, 24-hour storm event does not seem adequate for these site <br />conditions, especially where steep slope conditions exist. <br />Soil types consistent with pre-mined conditions should be demonstrated. <br />Potential, beneficial post-mine land uses include conservation, agriculture, education, recreation, <br />scenic, and residential; not just livestock grazing and wildlife habitat as mentioned in the bond <br />release request. <br />Mining is a temporary use of land.
