The inspection was conducted by Jim Stark and Kent <br />Gorham of the Colorado Division of Reclamation, Mining and Safety. Jennifer Sekulski of Colowyo accompanied <br />us on the inspection. The weather was warm and sunny and the ground was dry at the time of the inspection. The <br />purpose of this inspection was to review the reclamation and hydrologic conditions in the East Pit, specifically in <br />the Prospect watershed area. <br />- Following the inspection there was a meeting to discuss what was seen in the field. The meeting included Jim <br />Stark and Kent Gorham of the Division and Kurtis Blunt, Matt Guptill and Jennifer Sekulski of Colowyo. The <br />items that were discussed included the Prospect Ditch area of the East Pit, the North Tributary, East Pit Ditch and <br />Final East Pit Ditch area of the East Pit, the West Taylor Pond and the 2009 West Pit reclamation area. Please see <br />the appropriate inspection topics for more detail regarding the field observations. <br />BACKFILL and GRADING - Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br />4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />- On the Division's 19 July 2010 inspection a crack was noted along the old highwall in the 2009 West Pit <br />reclamation area. Colowyo did fix this area but there are now numerous cracks along the old highwall to the north <br />and south of the area that was repaired. These areas will need to be repaired as well. Colowyo will need to <br />monitor this area for additional cracking and possible settling.
