("Cotter") received a report from Energy
Laboratories which included results for a July 13, 2010 stream sampling event conducted at
monitoring station SW-AWD. Monthly monitoring and reporting requirements for this
"upstream" station are specified in Paragraph 26 of the above referenced Notice of
Violation/Cease and Desist Order ("Paragraph 26"). Please find enclosed key excerpts of the
analytical data report that are specifically relevant to requirements of Paragraph 26, including
results for water samples collected on July 13, 2010 at sampling station SW-AWD.
Please note that certain analytical parameters specified Paragraph 26 could not be analyzed and
reported for this sample, i.e., Gross Alpha, Gross Beta, Ra-226+228, and weak acid dissociable
Cyanide. It is expected that all parameters specified in Paragraph 26 for "upstream" and
"downstream" locations (SW-AWD and SW-BPL, respectively), along with all other monitoring
requirements and schedules specified by WQCD, DRMS, and the Radiation Management Unit of
the CDPHE, will be included in sampling results going forward.
Also, please note that the "downstream" location (SW-BPL) was sampled on July 14, 2010 and
was submitted to the laboratory under separate chain of custody and sample submittal forms.
Those results have not yet been received by Cotter, but will be provided to WQCD under a
separate cover letter. Such results will be subject to the same limitations as noted above.

RECEIVE
'UG232010
Cotter Corporation Telephone (719) 275-7413
Canon City Mill, P.O.
