Pirieda <br />Director <br />Re: Colowyo Coal Mine (Permit No. C-1981-019) <br />Technical Revision No. 88 (TR-88) <br />Extends the West Taylor Temporary Out of Pit Spoil <br />Dear Mr. Blunt: <br />We have received your application for a technical revision to your permit to conduct coal mining in Colorado. Our initial <br />review indicates that all preliminary items required by Rule 2.08.5(4) have not been submitted. Thus, your application is <br />incomplete for the purposes of filing as of August 20, 2010. <br />In accordance with Rule 2.07.3(1), you have the opportunity to amend, review, or otherwise make your application complete. <br />1. The enclosed "Change Sheet for Permit Revisions, Technical Revisions and Minor Revisions" for Technical <br />Revision 88 indicates that new Pages Exhibit 7-20C-83 through 98 have been included for review. These pages <br />include new Figures 1 C-4 and 1 C-5 and a new SEDCAD model for the West Taylor Pond. There were no pages <br />Exhibit 7-20C-83 or 84 included (which the Division assumes are new Figures 1C-4 and 1C-5). Please submit <br />two copies of pages Exhibit 7-20C-83 and 84 for the Division's review. <br />2. The enclosed "Change Sheet for Permit Revisions, Technical Revisions and Minor Revisions" for Technical <br />Revision 88 indicates that updated page Exhibit 7-20-ii has been included. Colowyo has, however, also included <br />updated page 7-20-i. Please update the "Change Sheet for Permit Revisions, Technical Revisions and Minor <br />Revisions" for Technical Revision 88 to indicate that page 7-20-i has also been included for review. <br />Colowyo has included new SEDCAD modeling for the West Taylor Pond for the 10-year, 24-hour storm event that <br />includes the proposed changes to the West Taylor Fill. Colowyo must also provide new SEDCAD modeling for <br />the 25-year, 24-hour storm event that includes the proposed changes to the West Taylor Fill. Please provide-two- <br />copies of the new SEDCAD modeling for the 25-year, 24-hour storm event that includes the proposed <br />changes to the West Taylor Fill for the Division's review. <br />If you have any questions, please contact me. <br />Sincerely, <br />James R.
