August 12, 2010 C-1980-007/West Elk Mine TAK <br />The pond in the North Soil Storage Area (on the north side of Highway 133) was dry and was in good condition, <br />with inslopes well-vegetated with grasses and shrubs. The pond's principal discharge structure is a PVC pipe that <br />extends through the pond embankment to the North Fork of the Gunnison River. Discharge from the principal <br />spillway can be controlled by a valve that is accessed in a CMP standpipe on the pond embankment. The <br />emergency spillway is a rock-riprapped trapezoidal open spillway. Both discharge structures appeared to be in <br />good condition. <br />Other than needing thistle spraying, no problems were found at the downgradient monitoring wells that are <br />completed in the B Seam (well 1-11-1) and the E seam (well 3-11-1). The wellheads appeared in good condition, <br />with caps in place. The operator's representative explained that since the thistle has already gone to seed this year, <br />spraying will be done next year. <br />No problems were found at the Box Canyon North Monitoring well on the east end of the RPE ponds. This well <br />was approved in TR-113. The well is has a steel standpipe with a cap in place. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.110 ?Drainage Control; Surface <br />Stabilization; Placement: <br />The face of the RPE was well-vegetated and appeared stable. <br />TOPSOIL - Rule 4.060 0Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />All topsoil stockpiles inspected had markers in place, had adequate grass cover for erosion control, did not <br />show signs of excessive erosion, and did not have weed problems.
