Because of the complexity of the proposal, we will be relying on <br />the expertise of your staff to oversee the mining and milling issues. There are, however, <br />still some specific issues identified by the applicant that are important from the local <br />government perspective for which we are providing comments, <br />1. Mobile Mill Site Physical Space - The Mining Plan's description of the equipment <br />and activities that will be accommodated on the Mobile Mill Site is quite extensive, It <br />identified 7 pieces of equipment on the original site plan, plus 12 more pieces of <br />equipment names in the "Other Equipment List" that are not shown on the original Site <br />Plan (Exhibit A). We still believe that it would be helpful to show this equipment on the <br />Site Plan because Clear Creels county regulations require that public roads not be used for <br />storage or parking of equipment. While we note the amended plan's commitment to <br />avoid use of public roads for the storage of equipment, we did not find a Site Plan that <br />demonstrates that all of the mining equipment and vehicles can be stored within the <br />permitted area, <br />2. Porta Potty - As expressed in our initial comments, the use of the Porta Potty should <br />be discussed with Clear Creek County's Environmental Health Department. Use of this <br />type of sanitation facility may not be acceptable for a full time operation, 'W'hile we note <br />Venture Resource's response to this concern (point number 27 in the July 27, 2010 cover <br />letter), the applicant should note that the only "Clear Creek County Construction Site <br />Sanitation Agreement Form" that we have in our files refers to the use of a portable toilet <br />during construction of the permanent Hukill Mill - a separate project that has not yet <br />been completed, and for which the County Building Permit has expired. The applicant <br />will need to review their sanitation plan for the Hukill Mobile Mill Site with the Clear <br />Creek County Environmental Health Department to. ensure that appropriate sanitation <br />facilities will be in place for the workers at the mobile millsite.
