The proposed upgrades <br />address recognized limitations of the existing facilities, and are designed to provide enhanced <br />containment, improved control and clean-up capabilities for any minor spillage, and to effect full <br />compliance with recent revisions to the Spill Prevention, Control, and Countermeasures (SPCC) <br />requirements under the Clean Water Act. <br />The fuel storage and fueling installations to be upgraded are all within our Mine Facilities Area, as shown <br />on the Mine Facilities Map, Map 24 (Sheet 1/4), and include the following locations: <br />1. Gasoline Storage and Fueling Installation - Located in Storage Yard north of Mine <br />Office/Bathhouse Facility <br />2. Main Diesel Storage Tank and Fueling Installation - Located adjacent to Dry Storage Shed, <br />directly across and south of the Mine Shop/Warehouse Facility <br />3. Run-of-Mine (ROM) Stockpile Diesel Storage Tank and Fueling Installation - Located southwest <br />of ROM Stockpile, adjacent to the new access road for the Coal Refuse Disposal Area (CRDA) <br />Expansion <br />4. Belt-Out-Back (BOB) Area Diesel Storage Tanks and Fueling Installation - Located on the east <br />side of the BOB Facilities Area, adjacent to the Pond A and Explosives Storage access road <br />The proposed upgrades will generally involve the following activities: <br />? Excavation of an incised spill catchment basin at each location, segregation and shipment off-site <br />for treatment (land-farming) of any petroleum contaminated materials, and movement of any non- <br />contaminated material to either the CRDA or the permitted overburden stockpile area <br />? Preparation of the basin areas (will typically involve over-excavation and re-compaction of the <br />materials) <br />? Placement of either concrete (installations 1 and 2, above) or HDPE liners (installations 3 and 4, <br />above) for the spill catchment basins. Where HDPE is used as a liner, the liner will be protected <br />by a sand cover and crushed stone fill, and drain piping will be installed to carry any spillage and <br />water accumulations to an oil/water separator. <br />? Grading of the modified fuel storage and fueling installations to assure effective drainage <br />?
