<br />EXHIBIT E <br />Reclamation Plan <br />Design intent <br />Following mining, the Cerise property will be reclaimed as upland meadow and grazing land for <br />potential future use by the landowner. Native and adaptive plantings and ground covers will be <br />used to restore and enhance all areas disturbed by mining activities. <br />This reclamation plan was developed based on: <br />• A thorough evaluation of the environmental resources and existing conditions on and <br />adjacent to the property; <br />• The context of the property relative to existing and planned land uses in the area; <br />• The volume, depth and configuration of the mineral resource; <br />• The landowners' plans for the property; and <br />• The rules and policies of the Garfield County, the Colorado Division of Reclamation, <br />Mining, and Safety and other applicable local, State and Federal agencies. <br />Key considerations include the following: <br />• The Crystal Creek riparian corridor borders the west side of the Cerise property. The <br />corridor has been left out of the permit boundary with the exception of the point where the <br />site access crosses the corridor to access CR 103. It is expected that this access point will <br />remain after mining for use by the landowner. <br />• The Basin Ditch runs along the north edge of the permit boundary. This ditch will remain for <br />irrigation purposes once mining is complete at this site. <br />Post-Mining Land Use <br />Following the mining of the Cerise property, the land will be reclaimed as upland meadow and <br />grazing land. All disturbed areas will be revegetated with a native or grazing seed mix, as <br />recommended by the Soil Conservation Service (recommended seed mixes below). This use is <br />compatible with the surrounding land uses and with the Garfield County planning goals. <br />Lafarge will concurrently reclaim mine walls where mining has been completed according to the <br />Mine Plan. Reclamation, including re-grading and seeding, will be completed within two years <br />following the completion of mining or filling operations. The mining and reclamation will leave no <br />high walls under a 3:1 slope on the property. No acid forming or toxic materials will be used or <br />encountered in the mining. There will be no auger holes, adits, or shafts left on the site. <br />Topsoiling <br />Topsoils in the proposed mine areas are Almy loam, Empedrado loam, and Fluvaquents. All <br />suitable soil material will be separated and salvaged for topsoil replacement. Topsoil will be <br />replaced, where required, in reclaimed areas at a depth of approximately six inches.
