The second method uses guidance provided by CDRMS. The rules and regulations provide an
opportunity for an allowable contribution of 10% relative cover of annuals and biennials to be used in a
reference area comparison. Using this comparison method, annual and biennial cover should also be
used on the reference area when comparisons are made. Implementation of this method requires
noxious weeds to be removed from total cover. Next, annual and biennial absolute cover must converted
into relative cover. Any annual and biennial cover exceeding 10% relative cover must be converted back
to absolute cover to be removed from the total cover data set (without noxious weeds). The result of
this calculation is absolute perennial cover with 10% allowable relative cover of annual and biennial
vegetation. The resulting data can then be used in a direct or statistical reference area comparison. In
2007, Cedar Creek was able to make direct comparisons between the Phase II sampling effort and
reference areas, thus a standard statistical t test was not required.
Colowyo Mine 11 Phase II Bond Release - 2007
