During that telephone conversation, Mr. Waldron and Mr. Bird <br />asked Mr. Hamrick to provide an extension until July 30, 2010, by which the <br />LONDON Division of Reclamation, Mining and Safety ("DRMS") could act on the issues <br />relating to mine water dewatering and mine water discharge treatment with <br />respect to Technical Revision ("TR") 12. My understanding is that Mr. <br />Waldron or Mr. Bird stated that, if Mr. Hamrick did not provide such an <br />LOS ANGELES extension, DRMS would find Cotter "in violation" before the Mined Land <br />Reclamation Board ("Board") Order becomes effective.' <br />As background, in a May 19, 2010 letter from DRMS to Cotter, DRMS stated <br />MUNICH that: <br />Cotter must submit a new Technical Revision to Permit Number <br />M-1977-300 no later than June 1, 2010 to include plans and <br />PHOENIX implementation schedules as follows: <br />1. Reinitiate a water treatment system to treat all water that <br />reports to Sump Number One as soon as possible, but no <br />later than July 31, 2010 .... <br />SALT LAKE CITY <br />2.
