• Mean Wind Speed, Direction and Frequency - Based on site-specific <br />meteorological data or program default values. The program default values are <br />conservative and will be used during initial operations. If the COMPLY-R model <br />estimates a radon-222 dose to the nearest receptor of greater than 5 mrem/year <br />(50% of the regulatory limit), site-specific data will be used in order to model a <br />more accurate dose in the following years. Site-specific wind data would require <br />installation of meteorological equipment at the mine site. <br />Note: Not all of the above inputs will be required for all ventilation scenarios. <br />If the nearest public receptor is a part-time resident, the data input will be adjusted for the <br />time period that the receptor was present. Energy Fuels feels this approach is justifiable <br />because the purpose of the regulation is to estimate the actual dose to the nearest public <br />receptor, not a hypothetical dose. If the input data is adjusted for a part-time resident, the <br />dose to the nearest full-time resident will also be estimated to verify that no public <br />receptors have exceeded the 10 mrem/yr threshold. <br />5.4 Corporate Certification <br />The annual compliance report will be signed and dated by a corporate officer in charge of <br />the facility and contain the following declaration immediately above the signature line: <br />"I certify under penalty of law that I have personally examined and am <br />familiar with the information submitted herein and based on my inquiry of <br />those individuals immediately responsible for obtaining the information, I <br />believe that the submitted information is true, accurate and complete. I am <br />aware that there are significant penalties for submitting false information <br />including the possibility of fine and imprisonment. See, 18 U.S.C. 1001." <br />The records used to compile the annual compliance report will be retained at Energy <br />Fuels corporate office for a minimum of five years and will be made available to the U.S. <br />EPA upon request. <br />20
