WFC also requests release from DRMS to <br />resume limited operations in the Morgan prime farmland areas including the <br />ability to strip Bench 1 overburden in the areas from which A and B lift topsoil <br />have previously been removed, the ability to rough grade Bench 1 overburden on <br />the spoil side and the ability to stockpile Bench 1 overburden on the spoil side as <br />well as to be able to drill and blast Bench 2 and inner-burden and to mine coal. No <br />A or B topsoil will be stripped or spread and all of Morgan's Bench 1 overburden <br />will be placed on Morgan's property.
