Midterm Review <br />Munger Canyon Mine <br />(C- 1981 -020) <br />This document presents the results of the Division's Midterm Review for the Munger Canyon <br />Mine permit. This Midtenn Review was conducted to fulfill the requirements of Rules 2.08.3, <br />2.06.2(10), 2.06.3(4), 2.06.5(2), 2.06.7(5) and 3.02(4). <br />Rule 2.08.3 requires that the Division conduct a review of each permit issued, prior to its <br />midterm. Based on this review, for good cause shown, the Division may require reasonable <br />revisions or modifications of the permit provisions to ensure compliance with the Act and <br />Regulation. <br />Rules 2.06.2, 2.06.3, 2.06.5 and 2.06.7 require that experimental practices, mountaintop removal <br />variances, variances from approximate original contour (AOC) and variances from <br />contemporaneous reclamation, respectively, be reviewed by the Division where applicable <br />during the Midterm Review. <br />Rule 3.02.2(4) requires that the Division review the amount of the bond and the terms of <br />acceptance of the bond every 2 %Z years. <br />This Midterm Review consists of a review of the Munger Canyon Mine permit application and <br />Findings Document to identify items that may have been overlooked during the initial review. <br />The Division also reviewed all subsequent revisions and stipulation responses to ensure that all <br />permit commitments and conditions were being followed. Problems and observations from past <br />inspection reports were also considered. <br />SECTION I — HISTORY <br />The Munger Canyon Mine is a small, inactive, largely reclaimed underground mining operation <br />located in western Garfield County, approximately 20 miles north of Loma, Colorado. Operational <br />mine facilities included a portal bench located in an upper segment of Munger Canyon, and a small <br />coal mine waste disposal area located further down the canyon. These facility areas were accessed <br />by an access /haul road extending to the east from State Highway 139. The road, mine bench and <br />four portals were developed in 1977, under a USGS exploration permit. Disturbed area associated <br />with these facilities was approximately 10.8 acres. The mine was permitted under the interim <br />program in July 1978 (Permit No. 78 -57), and a permanent program permit (C-1 981-020) was <br />issued to Central Appalachia Mining, LLC on January 12, 1983. There was limited coal extraction <br />from the portals. Significant expansion of facilities and large scale mining was planned and <br />approved in the early 1980's, but did not occur. Ownership of the coal in the Munger Canyon <br />Mine permit area is 100 percent Federal. There was no coal ever removed from the mine under <br />the Colorado permanent program mining permit and no coal production is proposed under the <br />current permit. <br />Munger Canyon Mine -2- August 10, 2010 <br />
