<br />NEW ELK COAL <br />COMPANY <br />4i RICV?ED <br />August 6, 2006 AUG 1 X010 <br />Mr. Kent Gorham mining &na Sal'ery <br />Colorado Division of Reclamation, Mining and Safety <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />RE: New Elk Mine (Permit No. C-1981-012) <br />Minor Revision No. 94 (MR- 94) <br />Temporary facilities East Portal Shaft <br />Dear Mr. Gorham: <br />This letter is submitted to request the temporary placement of a 400 <br />hp slope conveyor drive, slope ventilation fans, and a temporary <br />power substation for use during construction of the connection to the <br />East Portal shaft. It is expected that the temporary equipment will be <br />in place 6 months at which time they will be replaced by permanent <br />structures or removed. New Elk Coal Company has included Map 11 <br />East Portal Site Plan showing the locations of the temporary facilities, <br />permit page 2.05-5 covering section 2.05 (3) (a) (b) Mine Facilities. <br />Specifically, a temporary conveyance, ventilation and power system <br />will need to be established to facilitate the development of the slope <br />bottom area and to drive the entries from the slope bottom to the East <br />Portal ventilation shaft. The final belt configuration in the belt slope is <br />planned to be 60inch. During the development work the 60 inch <br />structure in the slope will be equipped with 48 inch conveyor belting. <br />The skid mounted drive required to move the rock and coal volumes is <br />sized at 400 hp. <br />122 W.
