The inspection was conducted over three days,July 28th,July 29th and July 30th.
Office records were checked the afternoon of the 28th; field inspection was conducted on 7/29 and 7/30. Pit
backfilling, topsoiling, and seeding operations have been completed at Seneca II-W. On-going activities include
maintenance, monitoring, rill and gully and slide repair, and weed control. Major reclamation projects yet to be
completed include reclamation downsizing of the Mine Entrance Road and Haul Road"A". I checked in at the
mine office both days of the field inspection; due to work schedules the operator chose to not have a representative
accompany me on the site inspection. Weather on 7/29 was cloudy and humid, with brief periods of light rain.
Weather on 7/30 was clear and warm. There was no reclamation or operational activity at the mine site during the
inspection. Roads were soft but passable on 7/29 and largely dry on 7/30. All portions of the reclaimed mine site
were accessible.
AVAILABILITY OF RECORDS—Rule 5.02.401:
Records were checked on the afternoon of 7/28,with the assistance of Dennis Jones, SCC hydrologist, and were
found to be on file and up to date through the 2nd Qtr,2010. The status of Routt County special use permits
(SUP) for II-W is not entirely clear. The currently active SUP applies to highwall mining operations through
2014,but in fact all coal extraction has ceased at II-W, and remaining activity is limited to reclamation and
maintenance. Based on Phone contact with Rebecca Bessey in the Routt County Planners Office in April 2010,
special use permits are typically required only through the life of active mining. Ms. Bessey indicated that her
office would research the matter further, and advise SCC (and DRMS) of their determination regarding the SUP
status and, need for any further action.
Number of Partial Inspection this Fiscal Year: 0
Number of Complete Inspections this Fiscal Year: 1
Page 2 of 19
