2048. The operator used a combinb ion of data from this map, and from soil
survey projections of available soils in place, to develop the soil salvage and
replacement plan as amended by M-57.
Topsoil salvage, handling, and replacement plans are addressed in Section
2.05.4(2)(4) (Topsoil Redistribution) of the permit application. In most areas, the
thicker, higher quality agricultural soils have been, and continue to be, salvaged
and replaced in two separate lifts; while thinner, less productive soils are salvaged
and replaced in a single mixed lift. Whether one lift or two lift replacement is
employed, the soil is replaced over a separate lift of suitable quality spoil obtained
from the upper-most zone of unconsolidated overburden. The thickness of the
suitable overburden lift (also referred to as "suitable Beach I subsoil" or just
"Bench 1 subsoil'J, varies *oru a minimurn of 24 inches to a minimum of 36
inches, depending on area. The exception is a 4.68 acre area of Prime Farmland
soil in -the extreme northwest portion of the permit area, where a 6 foot soil
thickness would be replaced. Permit Map 2.05.4-4 depicts the currently approved
topsoil replacement plan, as amended by TR-57. On the Morgan property
sou w o e coaxer o an Road, mine disturbance d
ad _
Zuua, ana singie IIL6 ,a?vaJrc: tllral soils (potential
Prime Farmland) that dominate the Mor'gatt ptWexty, and soil handling practices
were altered beginning February 2009, to require two lift salvage and replacement,
with a total yninimum replacement soil thickness of 48 inches over a Min,;mum
Bench 1 overburden lift thickness of 36", for the remainder of the property
extending west to the permit boundary.
B. The Division has determined selected overburden materials shall be used for, or as
a supplement to topsoil (within specific locations of the original NH-2 permit
block). The resulting soil is equal to or better than the available topsoil. This
determination is based. on physical and chemical analyses and field-site trials
approved by the Division (4.06.2(4)(a)).
C. The applicant has submitted a plan for reclamation of excessive rills and gullies.
The plan is included in Section 2.05.4(2)(e) of the permit application. This plan
has been approved by the Division (4.14.6(1)).
IV. Sealing of 13rilled Ho es slid Underground Oneninaa
A. The Division will require that each hole, well or other underground opening be
capped, scaled, backfilled, or otherwise properly managed (4.07.3).
ry-N.
V- Use of Explosives
C
3?
