Thank you <br />existing prior to mining. <br />The Service requested the vegetation information to determine if the Payson <br />lupine (Luninus crassus) existed at the mine site prior to mining. According <br />to the 1987 vegetation report (pp. 2.04.10-14 and 16) this category 2 <br />however, this <br />candidate species did not exist on the proposed mining site: <br />area was an agricultural area prior to the vegetation survey and the lupine <br />may have existed there prior to disturbance. The Service will not require the <br />coal mine plant the Payson lupine during the reclamation phase since it was <br />not found during the vegetation surveys, but if there are sites suitable for <br />this plant we recommend that it is planted in those sites. We also recommend <br />that other native vegetation be planted whenever possible. <br />If there is any water depletion of tributaries to the Colorado River Basin <br />this could impact the Colorado squawfish lPtychocheilus lud=), bonytail <br />chub ( e a ), humpback chub (fiih 02u), and razorback sucker <br />(X.yrauchea texanus).
